HSE’s Ban on Dry Cutting Engineered Stone: An Occupational Hygienist’s View

The Health and Safety Executive (HSE) has recently strengthened its position regarding the dry cutting of engineered stone, making it increasingly clear that uncontrolled dry processing of high-silica materials is considered unacceptable within the workplace.

This follows growing international concern surrounding respirable crystalline silica (RCS) exposure associated with engineered stone products, particularly within the worktop fabrication industry. The issue has received significant attention globally following increasing cases of accelerated silicosis and other serious respiratory disease identified amongst workers involved in engineered stone processing.

While Australia has moved toward an outright ban on engineered stone products, the UK position currently remains focused on exposure control and the implementation of effective risk management strategies under COSHH legislation.

However, the practical implications for businesses involved in cutting, finishing and installing engineered stone are becoming increasingly significant.

Why Engineered Stone Presents Elevated Risk

Engineered stone products can contain extremely high percentages of crystalline silica, often significantly higher than many natural stone materials.

During cutting, grinding, polishing and finishing activities, respirable crystalline silica dust can become airborne and remain suspended within the working environment. The most significant risks are typically associated with uncontrolled dry processing activities where effective dust suppression or extraction controls are absent.

Unlike larger visible dust particles, respirable crystalline silica is small enough to penetrate deep into the lungs, where repeated exposure over time may contribute to serious long-term health effects including:

  • Silicosis

  • Chronic obstructive pulmonary disease (COPD)

  • Lung cancer

  • Kidney disease

  • Other irreversible respiratory conditions

The concern surrounding engineered stone is not simply the presence of silica itself, but the extremely high concentrations that may be generated during poorly controlled processing activities.

HSE’s Position on Dry Cutting

HSE’s recent messaging surrounding engineered stone has significantly reinforced expectations around control measures and working practices. In particular, dry cutting activities involving engineered stone are increasingly being identified as unacceptable where effective exposure controls are not in place. This places increased emphasis on:

Importantly, this is not simply a documentation issue. Businesses are increasingly expected to demonstrate that exposure is being adequately controlled under real operational conditions.

Different Operational Challenges Across Industry

One of the more important aspects of the engineered stone discussion is that exposure risk and practical control capability can vary significantly between different types of organisations.

Larger fabrication facilities may have greater ability to implement fixed wet processing systems, dedicated extraction infrastructure and structured occupational hygiene programmes. Smaller operators, however, often face very different operational pressures.

For example, bathroom fitters, kitchen installers and smaller fabrication businesses frequently work within time-constrained environments, temporary work areas or client sites where control implementation may be less straightforward. Mobile cutting activities, limited workspace and project deadlines can all increase the risk of poorly controlled processing methods being adopted in practice.

For some smaller installation and fabrication businesses, transitioning away from dry processing methods may significantly alter operational workflows, project timescales and site practices. This is likely to present both practical and commercial challenges across parts of the sector as businesses adapt to evolving expectations surrounding silica exposure control.

This operational reality is one of the reasons exposure assessment and practical control strategies remain so important within the sector.

Engineered Stone vs Natural Stone

Not all stone products present identical exposure profiles. While natural stone materials may also generate respirable crystalline silica dust during processing, many engineered stone products contain substantially higher silica content due to the materials and manufacturing processes involved.

As a result, exposure potential during cutting and finishing activities may differ significantly depending on the material being processed, the task being undertaken and the control measures in place.

This further reinforces the importance of understanding actual workplace exposure rather than relying solely on assumptions around process risk.

The UK Approach Compared with Australia

Australia has taken one of the strongest international regulatory positions to date, moving toward an outright ban on engineered stone products following increasing concern regarding silicosis cases amongst workers involved in fabrication and installation activities.

The UK approach differs significantly. Rather than prohibiting engineered stone materials themselves, HSE’s current position focuses on eliminating uncontrolled dry cutting practices and ensuring adequate exposure control measures are implemented during processing activities.

In practice, this remains closely aligned with the core principles of COSHH, where risks should first be assessed, controlled and reduced so far as reasonably practicable through appropriate engineering controls, working methods and exposure management strategies.

From an occupational hygiene perspective, effective exposure control should always remain the primary objective wherever reasonably practicable. The ability to properly assess, monitor and control exposure within real operational environments remains central to long-term workplace health protection.

However, HSE’s increasingly direct position regarding dry cutting indicates that expectations surrounding silica exposure control within the sector are continuing to tighten significantly.

Exposure Control Beyond Documentation

Within higher-risk environments, effective silica control depends not only on the presence of control measures, but on how consistently those controls are implemented and maintained under real operational conditions.

In practice, exposure control can become significantly more difficult where processing activities are mobile, intermittent or undertaken across changing site environments. Water suppression systems, LEV controls and respiratory protective equipment may all perform differently depending on setup, maintenance, operator behaviour and working conditions.

This is one of the reasons occupational hygiene assessment and exposure monitoring remain important within engineered stone environments. Control measures should not simply exist procedurally, but be demonstrably effective under normal operational use.
